About this materials handling SST course

1-Hour Materials Handling, Storage, Use, and Disposal is an NYC DOB Site Safety Training (SST) course. It covers OSHA's storage and stacking rules in 29 CFR 1926.250, the distances material must be kept from openings and walls, housekeeping, and debris disposal under 1926.252. It also covers NYC Building Code rules that go further than OSHA, such as keeping material and equipment not in use at least 10 feet from unenclosed perimeters. This is an awareness-level course. It does not certify you to operate a forklift or other powered equipment.

Local Law 196 of 2017 requires an SST card for construction and demolition workers and supervisors on sites that require a Site Safety Plan. Stacks that fall, material stored too close to an edge, and debris dropped from height injure workers and the public, and NYC has its own rules on all three. Some SST card pathways include elective hours, and DOB splits the elective list into two groups: general electives and specialized electives.

This course is a general elective. General and specialized hours are counted separately, so this hour can only fill a general elective slot. A new SST Supervisor card (62 hours) needs 2 hours of general electives and 2 hours of specialized electives. A new SST Worker card through Option 2, the 10-Hour OSHA route, needs 4 hours of general electives and 4 hours of specialized electives. If you are getting a Worker card through 30-Hour OSHA or 40-Hour Site Safety, you do not need electives, and none of the current renewal options use elective hours.

The course is online and self-paced. You work through 4 modules of narrated slides with a short knowledge check after each one, then take a final exam. You need 70% to pass. Seat time is tracked, so the course takes at least 60 minutes. You will be asked to verify your identity.

What you'll learn

  • Store material in secured tiers, keep aisles and passageways clear, and know when safe load limits must be posted.
  • Apply the stacking limits for brick, masonry block, bagged material, lumber and pipe.
  • Keep stored material 6 feet from hoistways and inside floor openings, and 10 feet from an exterior wall that does not extend above the stack.
  • Apply the NYC rule to keep material and equipment not in use at least 10 feet from unenclosed perimeters, and know that it has exceptions.
  • Handle debris safely: enclosed chutes for drops over 20 feet, barricaded drop areas, and covered containers for solvent waste.
  • Lift within your power zone, and know that forklift operators must be trained and evaluated before they drive.

Questions

Is 1-Hour Materials Handling a general or a specialized elective?

It is a general elective. It counts only toward the general elective hours on your SST card. It cannot be used to fill a specialized elective hour.

How many elective hours do I need for my SST card?

For a new SST Supervisor card you need 2 hours of general electives and 2 hours of specialized electives. For a new SST Worker card through Option 2 (10-Hour OSHA) you need 4 hours of each. Workers who qualify through 30-Hour OSHA or 40-Hour Site Safety do not need electives, and renewals do not use them. This course gives you 1 hour of general elective credit.

Does this course certify me to drive a forklift?

No. OSHA requires forklift operators to be trained and evaluated before they operate one, and that is separate from this course. This hour explains the requirement so you know to ask for it.

Is there an OSHA weight limit for lifting by hand?

No OSHA standard sets one. The course teaches the power zone and other ways to keep lifting within what your body can handle safely.

How is NYC different from OSHA on storing material near edges?

OSHA's rule is 10 feet from an exterior wall that does not extend above the stored material. The NYC Building Code requires material and equipment not in use to be kept at least 10 feet from all unenclosed perimeters, with some exceptions.

Can debris be dropped or thrown off a building?

Not on purpose. The NYC Building Code prohibits intentionally dropping or throwing material, debris or equipment from a building or structure. The course also covers OSHA's chute and barricade rules for moving debris down.

Can I take this course online, and can I finish it faster than an hour?

Yes, it is online and self-paced, so you can stop and come back. Seat time is tracked, so you cannot finish in less than 60 minutes. You will be asked to verify your identity.

Is this course part of a package?
