Mast climber training in NYC: what the rule requires

This is an NYC DOB-approved 4-hour course for people who use or operate a mast climber. It is also the refresher: the same 4-hour course is taken again every 4 years to keep your training current. There is no separate refresher course to look for.

The requirement comes from 1 RCNY 3314-01. Anyone who operates or uses a mast climber in New York City, including the person who supervises that work, must complete a DOB-approved course of at least 4 hours, then a 4-hour refresher every 4 years. The rule lists what the training must cover: use and operation, hazards, pre-use inspections, start-up and shutdown, emergency descent, fall protection, stability and balance, and storing materials on the platform.

When you finish, your training provider issues the Mast Climber User/Operator certification on your DOB Worker Wallet card. Since July 1, 2025, the Worker Wallet card is the only card accepted on NYC job sites for this certification. It does not replace your SST card; you carry both.

The course is instructor-led. DOB's outline allows it in person or as a hybrid class that mixes classroom sessions with live online sessions over video. The whole course may not be taken live online only, and it is never self-paced. Teaching is by lecture, discussion, and demonstrations, which can be shown on video. It ends with a written multiple-choice assessment in class.

Questions

Who needs this course?

Anyone who uses or operates a mast climber in New York City, including the person supervising that work. It is required by 1 RCNY 3314-01.

Is this the initial course or the refresher?

Both. DOB uses the same 4-hour course for first-time training and for the refresher you must take every 4 years after that.

Can I take it online?

Only in part. DOB's outline allows in person or hybrid delivery, where some sessions are in a classroom and some are live online over video. It does not allow the whole course to be taken live online, and there is no self-paced version.

What are the rules for the live online sessions?

For any live online session, DOB requires your training provider to confirm your identity before giving you access, and you must attest that you are the person taking the class and will complete it without help. Your participation is monitored the whole time, and your webcam must stay on for the entire class.

What do I get when I finish?

Your training provider issues the Mast Climber User/Operator certification on your DOB Worker Wallet card. It is the only card accepted for this certification on NYC job sites, and it can be checked with the Training Connect app. Providers may charge an administrative fee for the card.

Does this count toward my SST card?

DOB's outline lists this as worker training and does not mention SST credit. The Worker Wallet card does not replace your SST card, so keep carrying both.

Are there prerequisites?

DOB's outline does not list any. You must attend all 4 instructional hours and pass the written assessment.
