About the 8-hour suspended scaffold user refresher
The 8-Hour Suspended Scaffold User Refresher is an NYC DOB-approved course that lets you keep using and working on suspended scaffolds in New York City. It is for workers who already completed the 16-Hour Suspended Scaffold User course. Supervisors take the separate 8-Hour Suspended Scaffold Supervisor Refresher instead.
NYC Building Code section 3314.4.5.4 requires anyone who installs, adjusts, repairs, maintains, uses or removes a suspended scaffold to take an 8-hour refresher four years after the 16-hour course and every four years after that. Each refresher keeps you covered for another four years.
The refresher follows the same topic list as the 16-hour course, with a focus on code, rule and incident updates since your last training. When you pass, your training provider updates your Suspended Scaffold User certification on your DOB Worker Wallet card. Job sites check the card with DOB's Training Connect app. The Worker Wallet does not replace your SST card.
Classes are instructor-led. DOB allows this course in person or as a hybrid, where lectures and demonstrations can be taught live online over video. The hands-on parts, including raising, lowering and securing the scaffold and rope and rigging work, are done in person with the whole class together. The course cannot be taken fully online or self-paced. You must attend the full 8 hours, and you finish with a written multiple choice test.
Hands-on training
Done in person: raising, lowering, shutting down and securing a suspended scaffold, rope, knot and hitch work, and basic rope, hoist, block and tackle rigging set-ups.

- Catch up on NYC code, rule, DOB policy and incident updates since your last suspended scaffold training.
- Review set-up and attachment with C-hooks, outriggers, pennants and parapet clamps.
- Practice raising, lowering, shutting down and securing a suspended scaffold.
- Practice the knots, hitches and basic rope, hoist and block rigging used on suspended scaffolds.
- Inspect equipment and rigging hardware, use safety checklists, and apply rejection criteria.
- Review harness use, lifelines, rope grabs, fall protection principles and emergency procedures.

Questions
Can I take this course online?
Only part of it. DOB allows this course in person or as a hybrid, where lectures and demonstrations are taught live online over video and the hands-on parts are done in person. For the live online sessions, your training provider must confirm your identity before you get access, you must attest that you are the person taking the class and will finish it without help, and your webcam must stay on for the whole class while the provider monitors attendance. The course cannot be taken fully online or self-paced.
What do I get when I finish?
When you pass, your training provider updates your Suspended Scaffold User certification on your DOB Worker Wallet card through DOB's Training Connect platform. Providers may charge an administrative fee for the card.
How often do I need this refresher?
Four years after your 16-hour course, then every four years, under NYC Building Code 3314.4.5.4.

Anyone who installs, adjusts, repairs, maintains, uses or removes a suspended scaffold in NYC and whose 16-hour or last refresher training is coming up on four years.
Are there any prerequisites?
This refresher is meant for people who already completed the 16-Hour Suspended Scaffold User course. DOB's outline lists no other prerequisites.
Is there a hands-on test?
No. DOB's outline for the refresher ends with a written multiple choice test only. You still do hands-on practice in person during the class.
