How the 10-Hour SST completes your NYC SST Worker Card
The 10-Hour SST is a package of two NYC DOB Site Safety Training courses: 8-Hour Fall Prevention and 2-Hour Mental Health Awareness. It fits one pathway. Option 1 for a new SST Worker Card is 40 hours: 30-Hour OSHA or the 40-Hour Site Safety course (which counts as the 30), plus 8-Hour Fall Prevention, plus 2-Hour Mental Health Awareness. If you already have the first 30, these 10 hours finish the card.
Local Law 196 of 2017 requires an SST card for construction and demolition workers on sites that need a Site Safety Plan, meaning sites with a site safety manager, coordinator or construction superintendent. Local Law 10 of 2026 added required training on mental health and wellness, suicide risk and prevention, and alcohol and substance misuse. Since August 1, 2026, only 2-Hour Mental Health Awareness counts toward a new card. It replaced 2-Hour Drug and Alcohol Awareness.
This package is for workers who completed 30-Hour OSHA within the past 5 years, or completed the 40-Hour Site Safety course, and do not hold an SST card. It does not include 30-Hour OSHA. If you only have 10-Hour OSHA, this package will not complete a card by itself. You need Option 2, a longer list of courses. Both courses are awareness-level. They give SST credit, not a license to do any specific work.
Every course is online and self-paced, with narrated slides, knowledge checks after each module and a final exam. You need 70% to pass each exam. Seat time is tracked, so no course can be finished faster than its required hours. Take the courses in any order. You will be asked to verify your identity. When you finish, your training provider issues your card or submits your training following DOB's process. The card is valid for 5 years.

- Name the three types of fall hazard and state the height that triggers fall protection for the work in front of you.
- State the requirements for guardrails, hole covers and safety nets, and spot one that does not comply.
- Calculate total fall distance for a shock-absorbing lanyard and a self-retracting lifeline, and decide if an anchor gives enough clearance.
- Say what a written rescue plan contains, and why time matters once a worker is hanging in a harness.
- Recognize the warning signs that a coworker needs help now, and ask directly about suicide.

Who can enroll
- 30-Hour OSHA completed within the past 5 years, or the 40-Hour Site Safety course. This package does not include either one.
- No current SST card. If you already hold one, see the renewal packages or the 22-Hour SST Supervisor Upgrade.
- If you have only 10-Hour OSHA, this package does not complete a card. You need the Option 2 pathway.
- Your training provider will tell you how to submit proof of your 30-Hour OSHA or 40-Hour Site Safety training.

How it works

- Your training provider issues your SST card or submits your training to DOB, following DOB's process.
Questions
Does this package include 30-Hour OSHA?
No. You must already have 30-Hour OSHA from the past 5 years, or the 40-Hour Site Safety course. This package adds the 10 hours that complete the 40-hour Worker card.
Why Mental Health Awareness and not Drug and Alcohol Awareness?
Local Law 10 of 2026 replaced the 2-Hour Drug and Alcohol Awareness course with 2-Hour Mental Health Awareness. Since August 1, 2026, only Mental Health Awareness counts toward a new SST card. People who already hold an active card are not required to go back and take it.
Can I get a temporary card while I finish?
Workers who completed 10-Hour or 30-Hour OSHA in the past 5 years can get a Temporary SST card, valid for 6 months, while they finish the rest of their training. Ask your training provider whether it applies to you.
What if I only have 10-Hour OSHA?
Then you need Option 2: 10-Hour OSHA, 8-Hour Fall Prevention, 8-Hour Site Safety, 4-Hour Supported Scaffold User and Refresher, 2-Hour Mental Health Awareness, 4 hours of General Electives and 4 hours of Specialized Electives.
Can I take the courses in any order?
Yes. Take them in any order and stop and return as you need to. Seat time is tracked, so each course takes at least its required hours, and you need 70% on each final exam.
How long is the card valid, and how do I renew it?
An SST card is valid for 5 years from issuance. To renew a Worker card you complete 8 hours of refresher training. You do not retake OSHA.
Does this training qualify me for anything beyond the SST card?
No. Both courses are awareness-level. They give SST credit and a completion certificate. They do not license or authorize you to do any specific work.
