About the 32-hour rigging supervisor course in NYC

The 32-Hour Rigging Supervisor course is NYC DOB-approved training for people who supervise the hoisting or lowering of loads on the outside of a building and are not a licensed rigger or a licensed rigger's designated foreman. It goes deeper than the worker course: crane inspection and setup, load charts, plan reading, building structure, rigging math, and the rules of DOB, NYC DOT, and NYC Transit.

The requirement comes from NYC Building Code section 3316.9.2. A rigging supervisor must either hold an accepted national certification for rigging and signaling that includes rigging calculations, or finish this 32-hour course and then a 16-hour refresher every 4 years. DOB has required this training since July 1, 2016. DOB accepts NCCCO Rigger Level II plus NCCCO Signalperson as the certification route.

When you pass, your training provider issues the Rigging Supervisor certification on your DOB Worker Wallet card, the only card accepted for it on NYC job sites. The course also counts toward a Master Rigger license. Applicants must finish it within the year before applying, along with a 32-hour Lift Director course, national certifications for rigging supervision and lift direction, and the required experience. Passing this course does not give you a license.

The course is instructor-led and taught in English. It runs fully in person or as a hybrid, with lectures live online and the hands-on signaling practice in person. DOB does not allow it fully online or self-paced. It ends with a written multiple-choice test.

What you'll learn

  • Calculate load weights, sling loads, drifting loads, center of gravity, and tipping points, including non-symmetrical loads.
  • Plan and document inspections of cranes, ropes, and rigging, and know who may maintain and repair a crane.
  • Read plans and NYC-approved load charts, and set up a crane on proper ground, outriggers, and cribbing.
  • Judge building structures used to support rigging, such as parapets, roof dunnage, and steel beams.
  • Apply DOB, NYC DOT, and NYC Transit rules, Building Code Chapter 33, and OSHA Subpart CC on the job.
  • Lead clear communication with your crew using radios, hand signals, and flags.

  1. Part 1 · Cranes, incidents, and rules

    • Introduction to cranes and derricks: inspection, maintenance, repair, use, installation, and industry rigging practice
    • Crane and rigging incident causes, 24-month statistics, and a close review of two failures
    • OSHA 29 CFR 1926 Subpart CC; 2022 NYC Building Code Chapter 33, 1 RCNY 3316-01, 3319-01, and 3319-02
    • DOB procedures, permits, notifications, site documents, inspection logs, and wind advisories
    • NYC DOT and NYC Transit requirements for crane operations
  2. Part 2 · Structures, plans, and setup

    • Basic building structure and structures that support rigging: floors, walls, parapets, roof dunnage, steel
    • Reading plans and NYC-approved load charts
    • Crane setup: ground conditions, outrigger placement, cribbing, and no deviation from plans
    • Crane assembly, jumping, and disassembly
  3. Part 3 · Inspection, equipment, and loads

    • Periodic, annual, and frequent inspections, who performs them, and required records
    • Maintenance and repair of cranes and ropes, and safeguards before work starts
    • Wire and fiber rope, hardware, connections, and terminations, including to suspended work platforms
    • Weights, center of gravity, critical picks, hoist equipment, and logs and record keeping
    • Suspended platforms, suspension methods, anchors, and pull testing of anchorage devices
  4. Part 4 · Rigging math, safety, and signaling

    • Rigging math: measurement, geometry, leverage, friction, loading, wind on netting, and buoyancy
    • Operational aids and safety devices, personal fall arrest systems, and other PPE
    • Site precautions: dense urban hazards, high wind, power lines, exclusion zones, sidewalk sheds, and flag persons
    • Hands-on signaling with radios, hand signals, and flags
    • General site hazards, 311 unsafe condition reporting, review, and a written multiple-choice test

Credit & certificate

Rigging Supervisor certification on your DOB Worker Wallet card, issued by your training provider through DOB Training Connect. The course is also one of the requirements for a NYC Master Rigger license application.

Renewal: 16-Hour Rigging Supervisor Refresher every 4 years after you finish this course.

Questions

Can I take this course online?

Only part of it. DOB allows a hybrid format where lectures are live online, but the hands-on signaling part must be done in person, and the course cannot be taken fully online or self-paced. For live online sessions, your identity is confirmed before you get access, you attest that you will complete the training without help, your participation is monitored, and your webcam stays on for the whole class.

What do I get when I finish?

Your training provider issues the Rigging Supervisor certification on your DOB Worker Wallet card through DOB's Training Connect platform, and may charge an administrative fee for the card. It is the only card accepted for this certification on NYC job sites.

Who needs this course?

Anyone who supervises the hoisting or lowering of loads on the outside of a NYC building and is not a licensed rigger or a licensed rigger's designated foreman. Master Rigger license applicants also need it.

Can I use an NCCCO certification instead?

Yes, for the supervisor requirement. DOB accepts NCCCO Rigger Level II together with NCCCO Signalperson. The Building Code requires a supervisor certification that covers rigging, signaling, and rigging calculations.

How often do I need a refresher?

Take the 16-Hour Rigging Supervisor Refresher 4 years after you finish this course, and every 4 years after that.

Does this course get me a Master Rigger license?

No. It is one requirement. Applicants must finish this course and a 32-hour Lift Director course within the year before applying, hold national certifications for rigging supervision and lift direction, and meet DOB's experience rules, then apply to DOB.

Are there prerequisites?

DOB's outline does not list a prior course. Because the course counts toward a license, it is taught in English and you need to read and write English.

Do I still need my SST card?

Yes. The Worker Wallet card holds certifications like Rigging Supervisor, but it does not replace your SST card. You carry both.
