Who needs the rigging supervisor refresher in NYC
The 16-Hour Rigging Supervisor Refresher is NYC DOB-approved training for people who finished the 32-Hour Rigging Supervisor course and need to keep supervising the hoisting or lowering of loads on the outside of a building. It applies when you are not a licensed rigger or a licensed rigger's designated foreman.
Under NYC Building Code section 3316.9.2, a rigging supervisor must take a refresher of at least 16 hours 4 years after the initial course and every 4 years after that, unless they hold an accepted national certification such as NCCCO Rigger Level II plus NCCCO Signalperson. If you miss the deadline, the refresher still counts if you finish it within 1 year after your last course expired, but you may not supervise that work until you do. After more than 1 year, you must retake the 32-hour course.
Licensed Master Riggers also need this course. Within the year before each license renewal, they must finish a rigging supervisor course of at least 16 hours and a DOB-approved Lift Director course of at least 8 hours.
The refresher covers the same areas as the 32-hour course, focused on changes since your last course: crane inspection and setup, load charts, rigging math, building structure, and DOB, NYC DOT, and NYC Transit rules. It has no hands-on component, so DOB allows it in person, live online, or as a hybrid. It is instructor-led, taught in English, and never self-paced. It ends with a written multiple-choice test, and your training provider issues the renewed certification on your Worker Wallet card.
Before you enroll
You need the following before you can take this course.
- Completion of the 32-Hour Rigging Supervisor course (the Building Code requires the initial course first, then this refresher every 4 years)
- Able to read and write English (DOB requires courses that count toward a license to be taught in English)
What you'll learn

- Refresh rigging math: load weights, sling loads, center of gravity, drifting loads, and tipping points.
- Plan inspections of cranes, ropes, and rigging, and keep the logs and records DOB expects.
- Read plans and NYC-approved load charts, and confirm proper crane setup on site.

Part 1 · Cranes, incidents, and rules
- Introduction to cranes and derricks: inspection, maintenance, repair, use, installation, and industry rigging practice
- Crane and rigging incident causes, 24-month statistics, and a close review of two failures
- OSHA 29 CFR 1926 Subpart CC; 2022 NYC Building Code Chapter 33, 1 RCNY 3316-01, 3319-01, and 3319-02

Part 2 · Structures, plans, and setup

Part 3 · Inspection, equipment, and loads
- Periodic, annual, and frequent inspections, who performs them, and required records

- Weights, center of gravity, critical picks, hoist equipment, and logs and record keeping

Part 4 · Rigging math and site safety
- Rigging math: measurement, geometry, leverage, friction, loading, wind on netting, and buoyancy
- Operational aids and safety devices, personal fall arrest systems, and other PPE
- Site precautions: dense urban hazards, high wind, power lines, signaling, exclusion zones, and flag persons
- General site hazards and 311 unsafe condition reporting

Renews your Rigging Supervisor certification on your DOB Worker Wallet card, issued by your training provider through DOB Training Connect. It also meets the rigging supervisor course requirement for Master Rigger license renewal.
Renewal: Repeat this 16-hour refresher every 4 years. Master Riggers take it within the year before each license renewal.

Questions
Can I take this refresher live online?
Yes. This course has no hands-on part, so DOB allows it in person, live online, or as a hybrid, but not self-paced. For live online classes, your identity is confirmed before you get access, you attest that you will complete the training without help, your participation is monitored, and your webcam stays on for the whole class.
When do I need to take it?
4 years after you finished the 32-Hour Rigging Supervisor course, and every 4 years after that. If you miss the deadline, it still counts if you finish within 1 year after your last course expired, but you cannot supervise that work until you complete it. After more than 1 year, you must retake the 32-hour course.
What do I get when I finish?
Your training provider issues the renewed Rigging Supervisor certification on your DOB Worker Wallet card through DOB's Training Connect platform, and may charge an administrative fee for the card. It is the only card accepted for this certification on NYC job sites.
I am a Master Rigger. Does this course renew my license?
It meets one course requirement, but it does not renew the license by itself. Within the year before renewal, you need this course and a DOB-approved Lift Director course of at least 8 hours, and you still file your renewal with DOB.
Who needs this refresher?
Rigging supervisors who are not licensed riggers or a licensed rigger's designated foreman and who rely on DOB training instead of a national certification. Licensed Master Riggers need it for renewal.
Are there prerequisites?
The refresher is for people who already finished the 32-Hour Rigging Supervisor course. It is taught in English, so you need to read and write English.
Do I still need my SST card?
Yes. The Worker Wallet card holds certifications like Rigging Supervisor, but it does not replace your SST card. You carry both.
