Who needs the rigging worker refresher in NYC
The 8-Hour Rigging Worker Refresher is NYC DOB-approved training for people who already finished the 16-Hour Rigging Worker course and need to keep doing rigging or signaling work. It applies to work hoisting or lowering loads on the outside of a building when you are not employed by a licensed rigger.
Under NYC Building Code section 3316.9.2, rigging crew members and the signal persons who communicate with them must finish the initial 16-hour course, then a refresher of at least 8 hours 4 years later and every 4 years after that. The other route is to hold an accepted national certification for both rigging and signaling. For workers, DOB accepts NCCCO Rigger Level I plus NCCCO Signalperson.
The refresher covers the same areas as the initial course: rigging equipment and inspection, loads and NYC site hazards, signaling, fall protection, and current codes and DOB rules. DOB's outline says refresher courses should focus on what has changed since your last course, including recent NYC incidents.
When you pass, your training provider issues the renewed Rigging Worker certification on your DOB Worker Wallet card, the only card accepted for it on NYC job sites. The course is instructor-led, either fully in person or as a hybrid with live online lectures and in-person hands-on sessions. It cannot be taken fully online or self-paced, and it ends with a written multiple-choice test.
Hands-on training
Inspecting ropes and rigging equipment, signaling with radios, hand signals and flags, and inspecting, putting on and taking off a fall arrest harness. These parts are done in person.

You need the following before you can take this course.
- Completion of the 16-Hour Rigging Worker course (the Building Code requires the initial course first, then this refresher every 4 years)

Part 1 · Rigging basics and incidents
- What rigging is and its uses: material hoisting, suspended scaffolds, and industrial rope access (this course focuses on material hoisting)
- Inspection, maintenance, repair, use, and installation of rigging equipment
- Common causes of crane and rigging incidents and rigging statistics for the latest 24 months
- Close review of two failures and how they could have been prevented
Part 2 · Codes and DOB procedures
- OSHA 29 CFR 1926 Subpart M (fall protection) and Subpart CC (cranes and derricks)
- 2022 NYC Building Code Chapter 33, 1 RCNY 3316-01 and 1 RCNY 3319-01
- DOB permits, notifications, forms, site documents, plans, and inspection logs

Part 3 · Loads, ropes, and equipment
- Hoisting steel, concrete buckets, rebar, masonry, and curtain walls; maneuvering and drifting loads

Questions
Can I take this refresher online?
Only part of it. Lectures and demonstrations can be live online in a hybrid class, but the hands-on parts must be done in person, and DOB does not allow it fully online or self-paced. For live online sessions, your identity is confirmed before you get access, you attest that you will complete the training without help, your participation is monitored, and your webcam stays on for the whole class.
When do I need to take it?
4 years after you finished the 16-Hour Rigging Worker course, and every 4 years after that. Check the date on your Worker Wallet record so you do not let it lapse.
What do I get when I finish?
Your training provider issues the renewed Rigging Worker certification on your DOB Worker Wallet card through DOB's Training Connect platform, and may charge an administrative fee for the card. Old individual cards are no longer accepted on NYC job sites.
Who needs this refresher?
Rigging crew members and signal persons who are not employed by a licensed rigger and who work on hoisting or lowering loads on the outside of NYC buildings. If you hold NCCCO Rigger Level I and Signalperson instead, you keep those current with NCCCO.
Are there prerequisites?
The refresher is for people who already finished the 16-Hour Rigging Worker course. If you never took the initial course, start with the 16-hour course.
Is this course different from the 16-hour course?
It covers the same topic list in 8 hours, including the same hands-on parts. DOB's outline says refreshers should focus on what has changed since your last course.
Do I still need my SST card?
Yes. The Worker Wallet card holds certifications like Rigging Worker, but it does not replace your SST card. You carry both.
