About the 2-Hour Site Safety Plan SST course

This is an NYC DOB Site Safety Training (SST) course. The 2-Hour Site Safety Plan (SSP) course is a prescribed course for the SST Supervisor card. You earn 2 hours of SST credit when you complete it with a DOB-Registered Course Provider.

Local Law 196 of 2017 requires SST cards for workers and supervisors on NYC sites that require a site safety plan. That plan is what this course is about. It is required for major buildings under NYC Building Code (BC) 3310 and for jobs that need a construction superintendent under BC 3301.13.1. The two are approved in different ways, and mixing them up is a common mistake. The course teaches you to tell which one applies and who is responsible under each.

The course follows DOB's outline and the current code. You will cover who designates the site safety manager or coordinator, what the site safety log must contain, how to read plan views and drawing legends, and the protection a plan shows: sidewalk sheds, construction fences, safety netting, roof protection over neighboring buildings, and ramps. It also covers which permits come from DOB and which come from the Department of Transportation, and how weekly safety meetings coordinate many employers on one site. Several of these rules changed in 2024 and 2025, including the major building thresholds, sidewalk shed clear height and fence colors. The course teaches the current rules and points out where older numbers still circulate.

You take it online at your own pace through narrated slides. Each module ends with a knowledge check, and a final exam closes the course. You need 70% to pass. Seat time is tracked, so the course cannot be finished in less than 2 hours, and you will be asked to verify your identity. This is awareness-level training. It does not qualify you to serve as a site safety manager, site safety coordinator or construction superintendent.

  • Identify what the site safety log must contain, and the monitoring duty of the site safety manager or coordinator.
  • Read the views on construction drawings, know what a plan view can and cannot show, and use the legend for symbols and abbreviations.
  • Determine when sidewalk sheds, construction fences, safety netting, roof protection and ramps are required, and apply their key requirements.
  • Tell DOB's authority over the site from DOT's authority over the street, and apply OSHA's multi-employer categories to a shared site.

Who needs the 2-Hour Site Safety Plan course?

Anyone working toward a new SST Supervisor card. It is one of the prescribed courses in the 62-hour Supervisor card, the 22-hour Supervisor upgrade and the 32-hour Supervisor pathway.

Does this course make me a site safety manager or coordinator?

No. Site safety managers, site safety coordinators and construction superintendents hold separate DOB credentials with their own requirements. This course gives you SST credit only.

Can I use this course to renew my SST card?

No. It is not part of any current Worker or Supervisor renewal option. It counts toward a new Supervisor card.

Will I review a real site safety plan in the course?

No. The course is self-paced and online. You work through described site conditions in the knowledge checks and final exam, such as whether a sidewalk shed or netting is required, using images of plan drawings and site conditions, rather than marking up a drawing yourself.

Does the course teach the current code?

Yes. The major building thresholds changed in December 2024, and the sidewalk shed clear height and permitted fence colors changed in 2025. The course teaches the current rules and warns you that older numbers are still in circulation.

Do I need an SST card before I take this course?

No. You can take it at any point. What it counts toward depends on your pathway: the full 62-hour Supervisor card, the 22-hour upgrade from a Worker card, or the 32-hour pathway after OSHA 30 or 40-Hour Site Safety.

How long does it take?

The course is 2 hours (120 minutes) of instruction. Seat time is tracked, so you cannot finish it faster than that.
