What the 22-Hour SST Supervisor Upgrade adds to your Worker card
The 22-Hour SST Supervisor Upgrade is a package of nine NYC DOB Site Safety Training courses. A new SST Supervisor Card takes 62 hours. If you already hold a valid SST Worker Card, you need 22 more: 8-Hour Site Safety, 4-Hour Supported Scaffold User and Refresher, 2-Hour Site Safety Plan, 2-Hour Tool Box Talks, 2-Hour Pre-Task Meeting, 2 hours of General Electives and 2 hours of Specialized Electives. This package is those 22 hours.
Local Law 196 of 2017 requires SST cards on sites that need a Site Safety Plan. Supervisors and competent persons need a Supervisor card. That includes anyone serving as the competent person under NYC Building Code 3301.13.12, who must be present wherever active work occurs.
This package is for Worker card holders moving into a foreman, supervisor or competent person role. The electives are 1-Hour Stairways and Ladders and 1-Hour Tools Hand and Power (General), and 1-Hour Asbestos/Lead Awareness and 1-Hour Job Hazard Analysis (Specialized). Two limits to know. The 4-Hour Supported Scaffold course gives SST credit only. It does not give a scaffold certification on your DOB Worker Wallet card. The 8-Hour Site Safety (SST Only) course does not renew a Site Safety Manager, Site Safety Coordinator or Construction Superintendent certificate. All nine courses are awareness-level.
Every course is online and self-paced, with narrated slides, knowledge checks after each module and a final exam. You need 70% to pass each exam. Seat time is tracked, so no course can be finished faster than its required hours. Take the courses in any order. You will be asked to verify your identity. When you finish, your training provider issues your Supervisor card or submits your training following DOB's process.

Who can enroll
- A valid SST Worker Card, or one that expired on or after May 3, 2026 and is still within its one-year grace period. The 22 hours build on the training behind that card.
- No SST card, but 30-Hour OSHA within the past 5 years or the 40-Hour Site Safety course? Use the 32-Hour SST package instead.
- No SST card and no 30-Hour OSHA or 40-Hour Site Safety? You need the full 62-hour Supervisor pathway, which starts with one of those.
- Your training provider will need your Worker card details to issue the Supervisor card.

Questions
Does this package include 30-Hour OSHA or Mental Health Awareness?
No. The 22 hours build on the training behind your Worker card. Since August 1, 2026, only 2-Hour Mental Health Awareness (which replaced Drug and Alcohol Awareness) counts toward a new card, but people who hold an active card are not required to go back and take it.
My Worker card expired recently. Can I still upgrade?
Yes, if it expired on or after May 3, 2026 and is still within its one-year grace period. You cannot work on site with the expired card while you finish. If it expired before May 3, 2026, or more than a year ago, you need a new card and the full initial training.
Does the 4-Hour Supported Scaffold course give me a scaffold card?
No. It gives SST credit only. Since July 1, 2025, scaffold certifications live on the DOB Worker Wallet card, and this course does not add or renew a Supported Scaffold User certification there. If your work requires that certification, you need a separate card-granting course.
Does the 8-Hour Site Safety course renew my Site Safety Manager or Coordinator certificate?
No. 8-Hour Site Safety (SST Only) counts as SST credit only. It does not renew a Site Safety Manager, Site Safety Coordinator or Construction Superintendent certificate.
I do not have a Worker card yet. Which package do I need?
If you completed 30-Hour OSHA within the past 5 years or the 40-Hour Site Safety course, the 32-Hour SST package gets you a Supervisor card. If you want a Worker card, the 10-Hour SST completes one.
Can I get a temporary card while I finish?
DOB's Temporary SST card, valid for 6 months, is for workers with 10-Hour or 30-Hour OSHA in the past 5 years who are finishing their training. Your Worker card still covers worker duties while you complete this package. Ask your training provider whether a temporary card applies to you.
Why these electives?
The Supervisor card needs 2 hours of General Electives and 2 hours of Specialized Electives. This package uses Stairways and Ladders and Tools Hand and Power (General), and Asbestos/Lead Awareness and Job Hazard Analysis (Specialized).
Can I take the courses in any order?
Yes. Take them in any order and stop and return as you need to. Seat time is tracked, so each course takes at least its required hours, and you need 70% on each final exam.
Is a Supervisor card a license?
No. It shows you completed the required SST training and is valid for 5 years. The courses are awareness-level and do not by themselves authorize you to erect scaffolds, remove asbestos or serve as a site safety manager.
