How the 32-Hour SST completes your NYC SST Supervisor Card
The 32-Hour SST is a package of eleven NYC DOB Site Safety Training courses. A new SST Supervisor Card takes 62 hours: 30-Hour OSHA or the 40-Hour Site Safety course (which counts as the 30), plus 32 hours of SST courses. If you completed 30-Hour OSHA within the past 5 years, or completed 40-Hour Site Safety, and you hold no SST card, this package is the 32 hours.
It contains 8-Hour Fall Prevention, 8-Hour Site Safety, 4-Hour Supported Scaffold User and Refresher, 2-Hour Mental Health Awareness, 2-Hour Site Safety Plan, 2-Hour Tool Box Talks, 2-Hour Pre-Task Meeting, and four 1-hour electives: Stairways and Ladders and Tools Hand and Power (General), and Asbestos/Lead Awareness and Job Hazard Analysis (Specialized).
Local Law 196 of 2017 requires SST cards on sites that need a Site Safety Plan, and supervisors and competent persons need a Supervisor card. That includes anyone serving as the competent person under NYC Building Code 3301.13.12, who must be present wherever active work occurs. Since August 1, 2026, 2-Hour Mental Health Awareness has replaced Drug and Alcohol Awareness for new cards. The 4-Hour Supported Scaffold course gives SST credit only, not a scaffold certification on your DOB Worker Wallet card, and 8-Hour Site Safety does not renew a Site Safety Manager or Coordinator certificate.
Every course is online and self-paced, with narrated slides, knowledge checks after each module and a final exam. You need 70% to pass each exam. Seat time is tracked, so no course can be finished faster than its required hours. Take the courses in any order. You will be asked to verify your identity. When you finish, your training provider issues your Supervisor card or submits your training following DOB's process. The card is valid for 5 years.

Who can enroll
- 30-Hour OSHA completed within the past 5 years, or the 40-Hour Site Safety course. This package does not include either one.
- No SST card. If you already hold a valid Worker card, the 22-Hour SST Supervisor Upgrade is the shorter route.
- If you have only 10-Hour OSHA, this package does not complete a Supervisor card.
- Your training provider will tell you how to submit proof of your 30-Hour OSHA or 40-Hour Site Safety training.

Questions
Does this package include 30-Hour OSHA?
No. You must already have 30-Hour OSHA from the past 5 years, or the 40-Hour Site Safety course. This package adds the 32 hours that complete the 62-hour Supervisor card.
Why Mental Health Awareness and not Drug and Alcohol Awareness?
Local Law 10 of 2026 replaced the 2-Hour Drug and Alcohol Awareness course with 2-Hour Mental Health Awareness. Since August 1, 2026, only Mental Health Awareness counts toward a new SST card. People who already hold an active card are not required to go back and take it.
Can I get a temporary card while I finish?
Workers who completed 10-Hour or 30-Hour OSHA in the past 5 years can get a Temporary SST card, valid for 6 months, while they finish the rest of their training. Ask your training provider whether it applies to you.
Does the 4-Hour Supported Scaffold course give me a scaffold card?
No. It gives SST credit only. Since July 1, 2025, scaffold certifications live on the DOB Worker Wallet card, and this course does not add or renew a Supported Scaffold User certification there. If your work requires that certification, you need a separate card-granting course.
Does the 8-Hour Site Safety course renew my Site Safety Manager or Coordinator certificate?
No. 8-Hour Site Safety (SST Only) counts as SST credit only. It does not renew a Site Safety Manager, Site Safety Coordinator or Construction Superintendent certificate.
I already have an SST Worker Card. Is this the right package?
No. With a valid Worker card you need 22 hours, not 32. Choose the 22-Hour SST Supervisor Upgrade.
Can I take the courses in any order?
Yes. Take them in any order and stop and return as you need to. Seat time is tracked, so each course takes at least its required hours, and you need 70% on each final exam.
Does this training license me for anything beyond the SST card?
No. The courses are awareness-level. They give SST credit and completion certificates. They do not authorize you to erect scaffolds, remove asbestos or serve as a site safety manager.
