What the 4-hour supported scaffold refresher (SST only) covers

4-Hour Supported Scaffold User and Refresher (SST only) is an NYC DOB Site Safety Training course about working safely from supported scaffolds: platforms held up from below by frames, posts or outriggers, as opposed to suspended scaffolds that hang from above. It follows DOB's course outline and covers OSHA 29 CFR 1926 Subparts E, L, M and X along with Chapter 33 of the NYC Building Code, including section 3314.

Read this first. This version gives SST credit only. It does not grant a Supported Scaffold User card or a scaffold certification on your DOB Worker Wallet card, and it does not meet the NYC Building Code training requirement for supported scaffold users. DOB's outline says On-Demand classes do not grant a Supported Scaffold card. If your job requires scaffold-user standing, you need the card-granting version of the course.

Local Law 196 of 2017 requires SST cards for construction and demolition workers and supervisors on sites that require a Site Safety Plan. This is a prescribed SST course. It counts toward a new SST Worker card under Option 2, toward a new SST Supervisor card, and toward Worker and Supervisor card renewal under Option 1.

The course is online and self-paced, taken with a DOB-Registered Course Provider. It uses narrated slides, knowledge checks after each module, and a final exam. Seat time is tracked, so the course cannot be finished in less than 4 hours. You will be asked to verify your identity. This is awareness-level training. It gives you 4 hours of SST credit and a certificate of completion.

What you'll learn

  • Recognize the types of supported scaffold, name the major components, and tell a supported scaffold from a suspended one.
  • Know that fall protection on a scaffold is required at 10 feet, not the 6 feet that applies to most other construction work.
  • Work out total fall distance and decide whether an anchorage gives you enough clearance.
  • Put on a harness in the right order, check the fit, and inspect your harness, lanyard and connectors before each use.
  • Judge what can go on a deck against the scaffold's rating, and keep material and tools from falling on people below.
  • Know what the pre-shift inspection checks, why the report is done before anyone uses the scaffold, and what to do about a defect.

Questions

Will this course give me a Supported Scaffold card?

No. This is the SST-only version. DOB's outline states it does not grant a Scaffold Card, and On-Demand classes do not grant a Supported Scaffold card.

Does it meet the NYC training requirement for working on a supported scaffold?

No. The NYC Building Code requires supported scaffold users to complete DOB-approved scaffold user training. This course gives SST credit only. If you need that standing, take the card-granting version of the course.

Then what is this course for?

It counts as 4 hours of SST credit toward a new Worker card (Option 2), a new Supervisor card, and Worker or Supervisor card renewal under Option 1.

Can I take it online?

Yes. DOB's outline allows On-Demand delivery for the version that grants SST credit only. Seat time is tracked, so you cannot finish in less than 4 hours of instruction.

Does the course include hands-on harness practice?

No. DOB's outline includes demonstrations of putting on a harness, tethering tools and responding to emergencies. Online, these are shown through video and image demonstrations followed by scenario questions. Get trained on the specific equipment you will use before you use it on the job.

How is the course graded?

There are knowledge checks after each module and a final exam. You need 70% to pass.

Do I need this course to renew my SST card?

Only if you renew under Option 1. Worker card renewal Option 2 uses 2-Hour Mental Health Awareness and 2-Hour Tool Box Talks or Pre-Task Meeting instead, and Supervisor card holders have three options.
