About the Hoisting Machine Operator Refresher
The 8-Hour Hoisting Machine Operator Refresher is an NYC DOB-approved course for licensed operators. It is one of the prerequisites for renewing a NYC Hoisting Machine Operator license, or a Limited HMO license for an articulating boom crane, mini crane, or telehandler.
Under 1 RCNY 104-06(b)(5), you must complete it during the one year immediately before your renewal. DOB also requires you to hold valid national crane operator certification. The refresher does not renew your license by itself. You still file the renewal with DOB and pay the renewal fee.
The refresher follows the same subject list as the 40-hour course but focuses on what has changed since your last renewal: current NYC code references, rules, bulletins, and recent NYC crane incidents. Topics include OSHA Subpart CC, licensing and discipline, DOB, DOT, and NYC Transit requirements, inspection, setup, operations in the city, load charts, safety devices, lifting, and signaling.
Classes are instructor-led, in person or live online, or a mix of both. There is no hands-on component and no self-paced option. Demonstrations may be shown live or on video. You must attend the full 8 hours of instruction, and the class ends with a written multiple-choice assessment. If you do not yet hold a license, take the 40-Hour Hoisting Machine Operator course instead. Class B operators adding a crane rating take the separate 8-Hour Class B Rating course.

- A current NYC Hoisting Machine Operator license or Limited HMO license that you are renewing
- Must be completed within the one year immediately before renewal
- Valid national crane operator certification(s), maintained separately

Questions
Can I take the refresher live online?
Yes. DOB allows this course in person, live online (Virtual Live), or as a hybrid of the two. It is not offered as a self-paced course. For live online classes, your identity is confirmed before you get access, you attest that you will complete the training without help, attendance is monitored the whole time, and your webcam must stay on for the entire class.
When do I need to take it?
Within the one year immediately before your license renewal. A refresher taken earlier than that will not count for the renewal.
Does this course renew my license?
No. It is a prerequisite for renewal. You still file your renewal with DOB, pay the fee, and keep your national crane certification valid.
Who needs this refresher?
Every licensed NYC Hoisting Machine Operator, and Limited HMO licensees for articulating boom cranes, mini cranes, and telehandlers, before each renewal.

After you attend all 8 hours and pass the written multiple-choice assessment, you receive proof of completion from your training provider to use with your renewal.
Is there a hands-on part?
No. DOB's outline lists lecture, demonstrations (live or video), handouts, and a written assessment. There is no required practical exercise.
