About this asbestos lead awareness SST course

1-Hour Asbestos/Lead Awareness is an NYC DOB Site Safety Training (SST) course. It teaches you to recognize where asbestos and lead are likely on a New York City jobsite, how each one harms the body, and how either one can be carried home to your family on clothing, skin and tools. It covers the NYC steps that come before work that may disturb asbestos, what a regulated area is, and the lead action level. This is awareness-level training only. It teaches you to recognize, stop and report. It does not authorize you to disturb, handle, repair or remove asbestos or lead.

Local Law 196 of 2017 requires an SST card for construction and demolition workers and supervisors on sites that require a Site Safety Plan. Asbestos and lead are still present in older New York City buildings, and the diseases they cause can take years to appear. Some SST card pathways include elective hours, and DOB splits the elective list into two groups: general electives and specialized electives.

This course is a specialized elective. General and specialized hours are counted separately, so this hour can only fill a specialized elective slot. A new SST Supervisor card (62 hours) needs 2 hours of general electives and 2 hours of specialized electives. A new SST Worker card through Option 2, the 10-Hour OSHA route, needs 4 hours of general electives and 4 hours of specialized electives. If you are getting a Worker card through 30-Hour OSHA or 40-Hour Site Safety, you do not need electives, and none of the current renewal options use elective hours.

The course is online and self-paced. You work through 5 modules of narrated slides with a short knowledge check after each one, then take a final exam. You need 70% to pass. Seat time is tracked, so the course takes at least 60 minutes. You will be asked to verify your identity.

What you'll learn

Drawn from the training objectives in DOB's outline.

  • Recognize how asbestos and lead get carried home to your family, and the habits that stop it.
  • Describe how asbestos fibers enter the body, the diseases they cause, and the long delay before those diseases appear.
  • Know that smoking multiplies the lung cancer risk from asbestos.
  • Recognize materials and locations where asbestos is likely, and the NYC filing steps that come before work that may disturb it.
  • Recognize where lead is found in construction work, how it enters the body, and what it does to an adult.
  • Use a hazardous material checklist before starting work, and stop and report when you find a suspect material.

Questions

Is 1-Hour Asbestos/Lead Awareness a general or a specialized elective?

It is a specialized elective. It counts only toward the specialized elective hours on your SST card. It cannot be used to fill a general elective hour.

How many elective hours do I need for my SST card?

For a new SST Supervisor card you need 2 hours of general electives and 2 hours of specialized electives. For a new SST Worker card through Option 2 (10-Hour OSHA) you need 4 hours of each. Workers who qualify through 30-Hour OSHA or 40-Hour Site Safety do not need electives, and renewals do not use them. This course gives you 1 hour of specialized elective credit.

Can I work with asbestos or lead after this course?

No. This is awareness-level training only. Work that disturbs, repairs or removes asbestos or lead requires separate certification with its own training hours.

What should I do if I find a material I think contains asbestos or lead?

Stop work in that area, do not disturb the material, and report it to your supervisor. The course gives you a checklist to use before work starts so you can spot suspect materials early. To report an unsafe condition in NYC, you can also call 311.

Will I learn what a safe blood lead level is?

No, on purpose. The course teaches that any amount of lead in the blood means a person was exposed, and that your employer must make medical surveillance available at no cost when exposure reaches the action level. A single number can be misread as a safe level.

Why are asbestos and lead taught together?

Both are found in older buildings, both are disturbed by ordinary construction work, and both can be carried home to your family. The response is the same for a worker without certification: recognize it, stop and report.

Can I take this course online, and can I finish it faster than an hour?

Yes, it is online and self-paced, so you can stop and come back. Seat time is tracked, so you cannot finish in less than 60 minutes. You will be asked to verify your identity.

Is this course part of a package?

Yes. 1-Hour Asbestos/Lead Awareness is included in the 22-Hour SST Supervisor Upgrade, the 32-Hour SST package and the 4-Hour SST Electives package. You can also take it on its own.
