About this hand and power tools SST course

1-Hour Tools Hand and Power is an NYC DOB Site Safety Training (SST) course built on OSHA's construction tool rules in 29 CFR 1926 Subpart I. It covers keeping tools in safe condition whether you or your employer owns them, how electric tools must be protected, guards and abrasive wheels, eye and face protection, and silica dust from cutting and grinding. It also shows how the NYC Building Code reaches tools: it defines equipment to include them. This is an awareness-level course. It does not authorize you to operate any specific tool.

Local Law 196 of 2017 requires an SST card for construction and demolition workers and supervisors on sites that require a Site Safety Plan. Hand and power tools are on every site, and many of the injuries they cause come from damaged tools, missing guards and unprotected cords. Some SST card pathways include elective hours, and DOB splits the elective list into two groups: general electives and specialized electives.

This course is a general elective. General and specialized hours are counted separately, so this hour can only fill a general elective slot. A new SST Supervisor card (62 hours) needs 2 hours of general electives and 2 hours of specialized electives. A new SST Worker card through Option 2, the 10-Hour OSHA route, needs 4 hours of general electives and 4 hours of specialized electives. If you are getting a Worker card through 30-Hour OSHA or 40-Hour Site Safety, you do not need electives, and none of the current renewal options use elective hours.

The course is online and self-paced. You work through 4 modules of narrated slides with a short knowledge check after each one, then take a final exam. You need 70% to pass. Seat time is tracked, so the course takes at least 60 minutes. You will be asked to verify your identity.

  • Inspect a tool before use, and pick the tool that fits the work, not the nearest one.
  • Know that electric tools must be either grounded or approved double-insulated, and why "double-insulated only" is not the rule.
  • Explain how GFCIs or an assured equipment grounding conductor program protect you on temporary power.
  • Identify the guard a tool needs, including the self-returning lower guard on a circular saw.
  • Ring-test an abrasive wheel before it is mounted, and check the work rest and guard.
  • Match a dust control and respirator to a tool and task using OSHA's silica Table 1.

Questions

Is 1-Hour Tools Hand and Power a general or a specialized elective?

It is a general elective. It counts only toward the general elective hours on your SST card. It cannot be used to fill a specialized elective hour.

How many elective hours do I need for my SST card?

For a new SST Supervisor card you need 2 hours of general electives and 2 hours of specialized electives. For a new SST Worker card through Option 2 (10-Hour OSHA) you need 4 hours of each. Workers who qualify through 30-Hour OSHA or 40-Hour Site Safety do not need electives, and renewals do not use them. This course gives you 1 hour of general elective credit.

Do electric power tools have to be double-insulated?

No. OSHA allows either approved double-insulated tools or tools grounded under the electrical rules. The course explains both routes and how each one is checked.

Are GFCIs always required?

On temporary power, your employer must use one of two methods: GFCI protection or an assured equipment grounding conductor program. The course explains which receptacles each method covers.

Does this course qualify me to use powder-actuated tools?

No. OSHA allows only trained employees to operate powder-actuated tools, and that training is separate from this course. This hour covers the general tool rules and points out where specific training is required.

Does the course cover every type of tool?

No single hour can. It teaches the general duties that apply to every tool, plus the specific rules for circular saws, abrasive wheels, pneumatic tools and powder-actuated tools. Your tool's manual is often stricter than the standard, and the course explains how the two fit together.

Can I take this course online, and can I finish it faster than an hour?

Yes, it is online and self-paced, so you can stop and come back. Seat time is tracked, so you cannot finish in less than 60 minutes. You will be asked to verify your identity.

Is this course part of a package?
