About the 2-Hour Tool Box Talks SST course
This is an NYC DOB Site Safety Training (SST) course. The 2-Hour Tool Box Talks course is a prescribed course for the SST Supervisor card, and it fills the "Tool Box Talks or Pre-Task Meeting" slot in several card renewal options. You earn 2 hours of SST credit when you complete it with a DOB-Registered Course Provider.
A toolbox talk is a short safety meeting with the crew before work starts. Federal OSHA rules require employers to instruct each worker in recognizing and avoiding unsafe conditions, but no OSHA rule uses the words "toolbox talk." New York City goes further. NYC Building Code (BC) 3301.12 requires a safety meeting at the start of each shift, before work begins, on sites that need a site safety manager, site safety coordinator or construction superintendent. The code says who runs it, what it covers and what record the permit holder keeps.
The course follows DOB's outline. You will cover the duty behind the talk, the competent person who gives it, how to build a talk around a hazard and its control, and the hierarchy of controls from elimination down to personal protective equipment (PPE). It also covers how to deliver a talk so the crew listens, how to check that the message landed, and the error traps that turn a talk into a formality. A printable toolbox talk record and a blank job hazard analysis worksheet are included.
You take it online at your own pace through narrated slides. Each module ends with a knowledge check, and a final exam closes the course. You need 70% to pass. Seat time is tracked, so the course cannot be finished in less than 2 hours, and you will be asked to verify your identity. This is awareness-level training. It does not by itself make you a competent person or authorize you to run safety meetings on a site.

Questions
Are toolbox talks required by law in NYC?
OSHA requires employers to instruct workers but does not name a toolbox talk. In New York City, BC 3301.12 requires a safety meeting at the start of each shift on sites that need a site safety manager, site safety coordinator or construction superintendent.
Do I need both Tool Box Talks and Pre-Task Meeting?
For a new Supervisor card, yes: both are required. For a renewal option that lists "Tool Box Talks or Pre-Task Meeting," you need only one of them.
Which renewal options use this course?
Worker renewal Option 2 and Supervisor renewal Options 1 and 3. Each pairs it with 2-Hour Mental Health Awareness, plus Fall Prevention and, depending on the option, other courses.
Will I have to present a toolbox talk?
No. The course is self-paced and online. You watch video demonstrations of toolbox talks being delivered, and the knowledge checks and final exam give you drafted talks and site situations, and ask what is missing or what to do.
Does this course make me a competent person?
No. A competent person is designated on the job based on what they know and the authority they have to correct hazards. This course teaches what that role involves, but it gives SST credit only.
What materials come with the course?
A printable toolbox talk record that follows the BC 3301.12 record requirements, and a blank job hazard analysis worksheet. Hazards and controls for a real task still have to be set on site by a competent person.
How long does it take?
The course is 2 hours (120 minutes) of instruction. Seat time is tracked, so you cannot finish it faster than that.
